About Care 21

Care 21 is a small policy unit attached to the Social Work Services Policy Division and funded by the Scottish Executive.

The idea for Care 21 emerged in Autumn 2003 when a number of organisations and people interested in social care in Scotland got together. They decided that Scotland needed to catch good practice and innovation in social care in order to help improve the quality of services provided to the public.

Care 21 was therefore developed in July 2004 with the main objective of creating better services for people, by seeking the best ideas and practice from Scotland, UK and abroad, in the public, private and voluntary sectors.

At Care 21, we aim to find all the best ideas and practice to encourage positive change within social care.

Care 21 and the 21st Century Review of Social Work

Some people get confused between Care 21 and the 21st Century Review of Social Work chaired by William Roe. We work closely with the Review Group and provide information to them from the projects we are involved with.

But Care 21's work is shaped by our Advisory Board with input from users, carers and practitioners, and doesn't work to the same timetable as the Review.

Aims and Objectives

  1. To Challenge existing thinking in the Social Care sector by using futures exercises and approaches not normally adopted in the public sector
  2. To seek innovatory practice in social care from Scotland, the UK and other parts of the world
  3. To scope/identify pilot projects which will implement innovatory practice
  4. To project manage and evaluate such pilots
  5. To inform and provide challenging alternative views to enhance findings of 21st Century Social Work Review
