The indicator is clearly about numbers of looked after children. So we need to look at the number of looked after children and some of the reasons behind them becoming looked after. Part of that has to be based on a comprehensive assessment of that child or young person's needs. Within that assessment we would need to identify any high risk behaviours that that child or young person may present. That can be anything from running away, sexualised behaviours, offending, substance misuse and some of these aspects that actually can impact on a child or young person's development. So therefore for us to be able to look at that and evaluate the service that we are delivering to that child or young person we need to look at the reasons that they've been brought to be looked after and then what we then need to do is what service delivery we can have in place to reduce sexual exploitation, substance misuse, offending behaviours and that needs to be linked in to that child's unique needs and some of the reasons behind them being involved in risky behaviour and how we could reduce that so that reasons for them coming through the supervision requirements could be reduced and ultimately so that they are not looked after anymore.
