I think if aspects of the child protection plan may have included, for example, a parent who was substance misusing and they were not attending their appointments with the health services to deal with that substance misuse, which would then have an impact on their ability to parent the child, meaning they may continue to neglect the child, and that's been picked up by the nursery. Is the child arriving hungry, or dirty, or dishevelled or unkempt? These would be additional child protection concerns then that would be raised by one of the other agencies who saw the child on a regular basis.
